The E-Government Act [Public Law 107-347] passed by the 107th Congress and signed into law by the President in December 2002 recognized the importance of information security to the economic and national security interests of the United States. Title III of the E-Government Act, entitled the Federal Information Security Management Act of 2002 (FISMA), included duties and responsibilities for the Computer Security Division in Section 303 “National Institute of Standards and Technology.”
National Institute of Standards & Technology
NIST was founded in 1901 as the nation's first federal physical science research laboratory. Over the years, the scientists and technical staff at NIST have made solid contributions to image processing, DNA diagnostic "chips," smoke detectors, and automated error-correcting software for machine tools. Just a few of the other areas in which NIST has had major impact include atomic clocks, X-ray standards for mammography, scanning tunneling microscopy, pollution-control technology, and high-speed dental drills.
The National Security Agency
NSA's Information Assurance Mission focuses on protecting National Security Information and Information Systems, in accordance with National Security Directive 42.

CERT (Software Engineering Institute)
The CERT® Program is part of the Software Engineering Institute (SEI), a federally funded research and development center at Carnegie Mellon University in Pittsburgh, Pennsylvania.
CERT Coordination Center
The CERT Coordination Center (CERT/CC), arguably the most widely known group within the CERT Program, addresses risks at the software and system level. Although it was established as an incident response team, the CERT/CC has evolved beyond that, focusing instead on identifying and addressing existing and potential threats, notifying system administrators and other technical personnel of these threats, and coordinating with vendors and incident response teams world wide to address the threats.
